This pair of Micro3 fuse taps is intended to provide the permanent Battery+ and ignition-switched ACC connections used by most VIOFO hardwire kits.
One tap can be used on an appropriate always-live fuse circuit to supply parking-mode power through the compatible hardwire kit.
The second tap can be connected to an ignition-switched circuit so the hardwire kit knows when the vehicle is running.

No. They provide the connection into the vehicle fuse box. A compatible VIOFO hardwire kit is still required between the fuse taps and dash cam.
A parking-mode hardwire installation normally needs one permanent battery feed and one ignition-switched ACC feed so the camera can distinguish driving from parking.
Fuse formats vary by vehicle and even by fuse-box position. Check the physical fuse type in the intended circuit before ordering.
